Can you add a CHANGELOG.md/releases?

Description
I noticed that v7 is out but was unable to find out why it is a major, and if I should expect to see a breaking change in my codebase.
Proposed solution
Would it be possible to add a CHANGELOG.md?
This would be wonderful for Dependabot or Renovate, plus for users.
Alternatives considered
Alternatively, adding GitHub releases with some release notes would be useful as well.
Ideally both.
