Embedded assets in CSS broken with 17.1

Description

SVG not embedding like before from background-image url reference. I've tested it again with 17.0.3 where it works since I initially wasn't sure what was causing the issue due to Tailwind updates.

How To Reproduce

I'll see if I can setup it up fast but it seems like an obvious bug to me.

Expected Behaviour

SVG should embed from background-image url reference.
