Tab strobing on hover

Tab items of a default variant tabset are strobing on mouse hover. Some items are slightly highlighted even when they are not hovered. This issue can be seen in the GIF below.
I have recorded this GIF from the official documentation site. I'm also facing the same issue in the version which I'm using.
