Distribute external information to all users or user groups

Steps to reproduce
- use a hosted nextcloud service (like Hetzner)
- Hetzner announces maintenance - to the mail accounts stored in their customer database.
- the client admin has to distribute the maintenance announcement to all nextcloud users.
Expected behaviour
the possibility to inject or pick up external messages to notifications - from a dedicated email account or a dedicated nextcloud talk user "nc-server"
Actual behaviour
manual intervention necessary.

Make sure to remove all sensitive content such as passwords. (e.g. database password, passwordsalt, secret, smtp password, …)
Are you using an external user-backend, if yes which one: LDAP/ActiveDirectory/Webdav/...

Currently groups/all is missing but that's in #121
