Swap out the <EmptyState /> component with the nr1-community version

Summary
Replace the existing <EmptyState /> component with the nr1-community EmptyState component. The serve the same purpose, but the included in this layout template is built slightly differnetly for several of the layou templates. Let's unify these by swapping them out for nr1-community component.
Desired Behaviour
You really shouldn't be able to see any difference, this is just a behind the scenes change.
Possible Solution
Replace the existing <EmptyState /> component with the nr1-community EmptyState component.
Additional context
In the future when changes need to be made to the component, they'll only need to be made once.
