Document federal reporting requirements for states

bestes-usds opened this issue · comments

Research federal reporting and QC requirements for SNAP/TANF to inform internal strategy session and to design user stories for NJ:

  • timeliness
  • accuracy
  • other

Documented these here:

@amalabukar31 for your reference. I had trouble digging up TANF reporting requirements and I'm most certainly missing a bunch for that program. I got the big ones for SNAP, but there may be others that I'm missing or deliberately omitted (e.g., SNAP E&T participation) since it's out of scope for our work.

@amalabukar31 And some potential user stories for NJ. Feel free to edit:

  • As a State SNAP agency, I need to measure if the new online application has any impact on application processing timeliness to ensure we process 95% of our applications on time.
    • Possible negative impact on timeliness: new online app makes applying easier and increases caseloads and processing times
    • Possible positive impact on timeliness: new online app makes it easier for applicants to submit complete information, which decreases the amount of time needed for caseworker review. Improved UI helps caseworkers enter information for a client faster (time to completion).
  • As a State SNAP agency, I need to measure how the new online application might affect the accuracy of data reported by applicants, and how this impacts our payment accuracy.
  • As a State SNAP agency, I need to measure how a faster and more accessible online application might help us enroll more eligible people in SNAP and improve our program access index.
