tests not excluded from sdist

Opinionated, but I don't think test should be included in the sdist. It creates some extra bloat especially when size is a concern for something like AWS Lambda where you want Zips as small as possible.
It is an opinion.
A good way to check that your local installation of the project is working correctly is to execute make test.
