Apache Kafka procedures

Since the Neo4j Stream database plugin has been deprecated would be good have procedures to publish/consume Kafka topics.

Check the kafka dependency size, and possibly make it an optional dependency for these procedures.
If so we need to check if we need to add one of the bundle-jars as part of the build.
