COVERALL: update to latest version

Coverall release 2.3.0 version 2 weeks ago after the 2.2.3 from September 2023.
From the changelog in https://github.com/coverallsapp/github-action/releases it appears that there is no conflict.
After the fix #3250 this upgrade should be done in different PR to make tracking easier.
