scp in general doesn't work "at least for me"

When i finish the installation w/ the stable version or any other, when i try to run the driver installation software it displays a "fatal error" and when i read logs i found this
and also when i install the spcserver only program, when i click on driver nothing happens even
in the task manager
and i ran a virus scan and i dont have any virus, and i tried to open the program w/ the antivirus off, and the same, my pc specs aren't the problem
