Requirements in requirements.txt contradict each other

Many package versions are not combatible with each other.
For example:
tensorflow 2.4.0 depends on tensorboard~=2.4
tensorflow-gpu 1.13.1 depends on tensorboard<1.14.0 and >=1.13.0
