Mismatch in command/msgid names

Describe the bug
The BP app has an inconsistently-named command to send the housekeeping information. It appears that both BP_SEND_HK and BP_SEND_APP_TLM are defined.
To be consistent with other apps, the name should be BP_SEND_HK only.

Expected behavior
Only a single name and single MsgID for sending housekeeping.
