Fix setup.cfg and requirements.cfg files

Relates to napalm-automation/napalm#280
Add setup.cfg and requirements-dev.txt file with the following content:
- `setup.cfg
[pylama]
linters = mccabe,pep257,pep8,pyflakes,import_order
ignore = D203
