Support for Sipeed Tang Primer 20K with its dock

Since Tang Nano 20k is supported now, it would be awesome to also have support for the Tang Primer 20k with its dock, which has already most of required ports bundled with
Right now we only support SDRAM, which primer 20k does not have. It has DDR3 ram instead.
