feat: Add rule ordering based on file names

Since PR #361 was closed for being stale, I'm openning an issue to discuss the idea.
The goals is to add support for ordered rules base on the file names.
This would allow the use of the right proxy on conflicting domains (ex: my.example.com and example.com).
This issue is stale because it has been open 90 days with no activity. Remove stale label or comment or this will be closed in 5 days.
