Item Page Design

On item pages for the research site (E.g. https://research.mysociety.org/publications/participatory-budgeting)
@zarino suggested moving the picture above the title (as it started) - but also changing the aspect ratio to take up less space.
As this site has also gained more content since the first round, it might also benefit from a general Design Think™ about if it's still displaying things nicely.
Currently there's a clickable report cover for the reports under "related items", but there's no such enticing link for the report which is actually the subject of the page.
My process on coming to this page was to read the text, then look for the link to the actual report, I looked first to the reports under "related items", and secondly looked back up to see the "Download PDF" and "View Google Doc" links.
The reports under "related items" are dated, but there's no date for the report which is the subject of the page.
The reports under "related items" drew my attention as things to click next more than the links to read the full report.

These are good points - usually there's a table of contents that pushes those a bit further down, will see if I can make a temporary one for that item to temporarily make it a bit nicer.
