Need to create our own app in Google+

What steps will reproduce the problem?

What is the expected output? What do you see instead?
I am comletely new to Google APIs. I need to create an app in Google+ to send 
notifications / alerts / show account summary to the subscribers who ever have 
account with me and I need to get consent also before setting up.

How can I do this? Do you have any design document / code example with clear 
flow details to imlement?

What version of the product are you using? On what operating system?
Need to use Latest version

Please provide any additional information below.

This issue tracker is now closing. Development on the Google PHP client library 
moved to GitHub with the release of the 1.0.0-alpha, and now the 1.0 branch has 
reached beta status there will be no further releases of the 0.6 branch of the 
library.
