[BUG] index job in inserted after shutdown jobs

Describe the bug
Based on https://app.circleci.com/pipelines/github/mydumper/mydumper/2015/workflows/3c0b9b8f-2d49-4210-8904-3c3d3887e34e/jobs/32478 I found that it is possible that index jobs can be added after SHUTDOWN jobs has been inserted on the index queue, causing indexes not being created
