seg and surf files do not agree about what is cortex

When the wmparc is transformed into functional space to generate the seg.nii.gz, some voxels are marked as white matter even though they contain a surface vertex and therefore correspond to the cortical ribbon according to the surf.nii.gz. Some of the problems caused by this have been handled in #150, but in a slightly messy way. It would be better to standardize "what is cortex" upstream.
