unavailable scopes produce red icon

If a scope is not available through network connection after clicking left mouse button the osccap icon remains in the red state.

possible enhancements:

  1. The button should be "left" clickable only ones per action: if there is a pending action running (red icon), no other network action should be acepted - "right" clicks could be accepted if expedient.
  2. If the scope is not available, the icon should return to the normal "green/gray" state after the timeout and perhaps osccap produces an error report pop up for one second.
