Force correct user datetime on datetime-sensitive cases, such as exams

Page seems to refresh indefinitely during an exam if user has the wrong datetime set on their computer.
We think that the best solution might be to force the user to fix their date and time, as some messaging apps do. We should define if we only check this during exams or at any point during the navigation.

#1702 fixes this problem for exams by not relying on user's datetime.
