Allow manual evaluation exercises to provide automatic evaluation too

It would be nice that manual evaluation exercises could provide also tests and/or expectations - which is actually currently supported - and they got run when student sends a solution, without altering the manual_evaluation_pending state.
Those automatic checks should be visible in the classroom to teachers, at least, but they might be displayed to the student, too.
