Admin settings only applied after restart

Setting Time Range in Public Data permissions does not get requires restart to get applied.
Tricked me for quite a while now.
Would be great to have that fixed or alternatively prominently disclosed when adjusting the settings.
Can you provide detailed steps how to reproduce / check this error? Everything's working fine on my end.
Any updates on this?
