Unofficial cards

There are many cards that WOTC has produced for various purposes that are not "official" cards. Some of them are included in the MTGJSON database and some of them are not, and there does not seem to be any pattern to this. For example,
- Proposal, Fraternal Exaltation, and Splendid Genesis are included, while Phoenix Heart is not.
- The first 10 Happy Holidays cards are included, while Thopter Pie Network and Some Disassembly Required are not.
- Robot Chicken is included, while Evan Goldberg, Josef Gordon-Levitt, and Seth Rogen are not.
- 1997 World Champion and Shichifukujin Dragon are included.
- The Heroes of the Realm cards are not included.
The current state of affairs is very inconsistant- they should either all be in the database or none of them.

Terminology nitpick: These are official cards. The preferred term is "non-sanctioned card sets", and covers everything from Gold-bordered World Championship decks to Collector's Edition to oversized cards as well as the above cards.
It also used to cover Portal/Second Age/Three Kingdoms, and Un-sets but that's thankfully no longer the case.
