Empty Spool isn't returned when crafting LEDs

Almost every other recipe that uses spools of wire from basic_materials will return the empty spool after crafting. I noticed that the empty spool wasn't being returned when crafting a bunch of LEDs to turn into LV lamps, costing me a couple of stacks of plastic sheeting in addition to the normal materials.
