disable vacuum propagation while jumping a fleet

Hook into jumpdrive.register_after_jump() and disable the affected mapblocks in source and target region
for a given amount of time (~5 minutes)

Makes it possible to jump massive fleets without thinking about bulkheads and other vacuum-shenanigans
