Bump pip version

Currently on 0.0.2; __init__.py doesn't export any functions.

I thought pypi would consider 0.0.3a1 later than 0.0.2 but I guess it might not consider that a full release. I've uploaded 0.0.3 and have confirmed that pip will now download it by default.
