App won't run locally

Fails on retrieving the sheet data. Something to do with the API credentials.
I visited

Google says:
Create API key
You tried to go to a page we no longer support.
If you want to create an API key, click this button and then choose "API key" in the dropdown menu.
The app runs properly on the live site.

Looks like I just need to update to
