Make toolbars and menu bar outside of drawing canvas

Create a mode where the window is big enough to display all the menus and toolbars as well as the whole canvas. It would sort of like be the same as an overscan mode but for just the toolbars and not the canvas. It might look a little strange in full screen mode but would still be workable.
