Update /investigator/create documentation in api.rst and remove invalid setadmin from mig-console

The documentation for investigator/create in the API doc is incorrect and references old form values that are not used anymore

Additionally, mig-console also has a reference to setadmin which is no longer used for investigator permissions and needs to be cleaned up
