Mac OSX Installer does not bail on Cancel

When installing mig on OSX - mig-loader-20160323-0.4ac41a7.stage-darwin.pkg
"Please enter MIG registration token"
After user presses Cancel three times, installer reports "Installation was successful"
User expectation is that Cancel would not result in an installation
/etc/mig/mig-loader.key
/usr/local/bin/mig-loader
/usr/bin/mig
(and possibly other files) were installed
