Make the lock file configurable to avoid colliding locks

Hi. We run compile-json for two sites on the same server. Occasionally, one of them fails because the two are sharing the same lock file: https://github.com/mozilla/i18n-abide/blob/master/bin/compile-json#L6

Can this be configurable either through an env var or command line option?
