Consider updating to Safe Browsing v4

Shavar is currently using version 2 of the Safe Browsing protocol, which is deprecated.
The purpose of this issue is to initiate a discussion on whether there are reasons to update Shavar to implement v4, the latest version of the protocol. We can start by identifying the differences between v2 and v4 and assessing potential benefits of the latter.
