Make Flake8 work on mozsvc folder as well

About this Issue
#131 resulted in absorbing mozsvc package into Shavar. As @jwhitlock mentioned here it currently does not pass Flake8 but our Travis CI does not check the mozsvc folder which does not fail the tests. We should make mozsvc pass Flake8 and include it in testing.
