add_project API should also create Metis bucket and sub-folder for Magma

In order for Magma to store File and Image attributes correctly in Metis, the future add_project API should automatically create a magma bucket on Metis (owned by Magma) with a folder tmp in the bucket. These are required to correctly handle the file copies that Magma creates when a user adds a Metis file to a Magma attribute.
