dbm cannot be changed

Hello, I tried to change the dbm using the command "sudo iw dev wlan0 set txpower fixed 10", but when I checked with iw wlan1 info, txpower had not changed. How can I change the dbm?
The environment is Debian Bookworm 12, Raspberry pi 4 4GB rev 1.5.
