part cooling fan turning on and off when printing

so I think I've been running into this issue for a while but thought it was the fan getting louder as it was going over infill.. for some reasons when printing the part cooling fan will alternate between proper speed .. and then shut off.. using .15 on my inventor.
Thanks in advance. I feel like somehow it's something i did since i don't see anyone else that mentioned it and I have to assume someone else would've ran into it by now but ya'll smarter then me so i figured I'd ask lol.
tried restarting after print finished as I noticed the it wasn't doing anything when I changed fan speed on the screen. after restart it doesn't turn on the fan after changing from screen either second i hit home and any axis started moving it works from the screen and i can move it around so doesn't seem like it's a mechanical issue but when printing it seems to cycle on and off vs staying constant

hopefully this works... i filmed in slowmo you can see it getting faster and slower
