Room config without HMD

Will this work without a HMD?
SteamVR is piping into Unreal, in order to use the Vive trackers.
I edited the config files to work without a HMD.
Room Setup pops up everytime.
I haven't installed MixedVR yet; hoping it will lock in room setup.
