Make Heroku pull assets from bower, remove from source control

Currently all the bower_components are checked in and added manually.
This makes updating Dough create huge diffs and feels a bit rubbish.

You can set the BUILDPACK_URL to https://github.com/moneyadviceservice/heroku-buildpack-ruby-bowndler which should take care of heroku.
That did it 👍
