UX: Move Mining to a top level tab

The mining tab currently in 'Advanced' should be moved to a top level tab below Transactions, not hidden away.
Mining is an essential part of Monero, can be done by anyone running Monero GUI (sort of), and at this point, it's very easy to use within Monero GUI from a UX standpoint.
