Chocolatey packages not being promoted when cnspec/cnquery are promoted

To Reproduce

1. Release cnspec/cnquery
2. Check chocolatey.org
3. Notice packages are not up to date

Expected behavior
Chocolatey packages should be published to chocolatey.org automatically when we promote cnspec/cnquery.
