Resubmitting a withheld project for review makes it inaccessible with link again

Steps to reproduce
get a request withheld (with link permission), and ask for a new review
Expected behavior
just still have the link permissions

basically when you request a review on a project (modpack in my case), and it gets the ability to be shared via link (but not publicly listed), and you re-submit it for review it looses the ability to be seen via the link. Feel free to ask if you need any clarification more!
ah, I see. yeah, that's a known issue. It's a backend issue though so let me transfer it over.
