Move discussion on theory-based SE from Chap 8 to Chap 7 Sampling

Current in 8.7.2 Theory-based confidence intervals we discuss both:
- Part I: Theory-based method for computing standard errors
- Part II: Theory-based method for constructing confidence intervals
IMO it makes more sense to move Part I to a 7.6.X Theory-based standard errors since this is the entry point to SE. Also that way all 4 of the statistical inference chapters would have a "Theory-based X" chapter
