Add Kernel-based SII Approximator

Add the kernel-based Shapley Approximator for SII and k-SII.

Note: This task should be done after the sampling is reworked.

Tasks:

• Add Kernel-based SII approximator under regression
• Add tests for the approximator with 100% coverage
