Related titles for HEB

Confirm this is how we want to handle related titles:

Create an html file instead of putting into the metadata field and place in Fedora.
Title it related.html and add it as an asset row (treat as a fileset)
HTML can be a fragment, wrapped in a <div>
We’ll need to determine how to display it (think about it as Aboutware).
We'll need to figure out what the URL should be -- currently they use the quod.lib URL but we think they can be a handle.
