Broadcom is having trouble submitting the submission package through UI

Broadcom has completed compliance tests for bert, bert-99, 3d-unet, retinanet, rnnt and stable-diffusion-xl. The compliance tests pass. We are having these two issues.

1. We are having trouble creating sa compliant submission tar ball.

2. As suggested by Miro and Victor, I tried to submit an empty file as a place holder. The UI is not letting us upload. After choosing the almost empty tar file, the upload button does not seem to do anything.

We were able to submit the tar ball for two systems. The online submission checker is still reporting errors that we are trying to resolve.
