unifying CM-MLPerf implementation names

As discussed, here is the suggestion for the new names:
- reference -> mlcommons-python
- mil -> mlcommons-cpp
- nvidia-original -> nvidia
- intel-original -> intel
- qualcomm -> qualcomm
- tflite-cpp -> ctuning-cpp-tflite
We need to still support old names for older READMEs ...
