Prepare and submit change request for catalyst

We need to update the milestone definition for catalyst to reflect the design we finalised on.
In particular, we need to explain and clarify the usage of mithril, and reword the deliverables around cardano-node snapshot production.
We also want to make some minor rewordings to the outputs to better align with how we think of the services producing snapshots
