language (compliance and enforcement)

I remember we had a discussion around the use of "carceral language" and whether that is appropriate for the Code of Conduct here. (Maybe this discussion happened around the upcoming medium post?) I'm specifically referring to "compliance" and "enforcement". The Code of Conduct should include strong and serious language, but I am wondering if other language might also be suitable.

My recollection of the discussion (which may or may not be accurate) is that we eliminated this type of language in a number of places in the draft in response to these concerns. However, there were a handful of places where the specificity and clarity of the terms outweighed the concerns about the nature of the language. Even assuming that recollection is correct, I am more than open to suggestions for alternative language where it remains. The fact that we were not able to come up with better terms in the initial drafting phase does not eliminate the possibility that they exist.
