Steering Committee Members

We'll need to add the names / github handles of steering committee members in both the README and the LICENSE document. @mwweinberg is there an optimal number of people or does it make sense to start with the full team (~8 people) that have worked on this initiative to date.

I think it makes sense to start with the full team, with the caveat that anyone on the team that does not want to commit to being part of the steering committee for the first ~1-2 years should feel free to jump off. We can work through what this commitment really means, but it should be relatively lightweight until/unless 1) we want to revise things, and/or 2) someone makes an accusation of infringement that needs to be reviewed.
